Laurens, SC: Newly Approved Pattern Book Ordinance

Laurens, South Carolina (population ~9,353) recently became the first city in the state to adopt a housing pattern book as part of its development code[3]. In early 2025, Laurens City Council unanimously approved a new Land Use Ordinance that includes the Laurens Pattern Book – a catalog of house designs and architectural guidelines reflecting the city’s historic charm[4][3]. The purpose is to incentivize traditional, affordable housing in Laurens’ neighborhoods “without overdevelopment”, avoiding the “characterless sprawl” that could erode the city’s unique identity[3]. Builders who use the pattern book’s pre-vetted designs are expected to benefit from a simpler, faster approval process, since the plans align with the new zoning rules and community standards. The pattern book homes feature local architectural styles (such as vernacular mill houses, bungalows, and Victorian-influenced designs) to ensure new infill houses complement Laurens’ existing historic fabric. Mayor Nathan Senn praised this initiative in his 2025 State of the City address, calling it a “tool to incentivize traditional, affordable housing” and preserve what makes Laurens special[3]. By proactively guiding growth with the pattern book, Laurens aims to attract development that meets local needs (including more housing choices) while protecting the city’s distinctive character for the future[4][3].
